According to the Wall Street Journal article in February 2011, Progressive has legs above its competitors in Pay As You Drive insurance, a form of vehicle insurance that is also commonly known as a usage-based insurance. Progressive has seven US patents covering methods and insurance-based systems, with more patents pending. Progressive began working on the concept in the mid-1990s and continued refining the concept and bringing it to the mass market.

A snapshot is Progressive's Pay As You Drive, or an insurance-based program. Snapshot is a voluntary discount program where drivers can save money on their car insurance by sharing their driving habits with Progressive. According to Progressive, Snapshot works best for people who drive less, in a safer way and for a more secure time. Customer snapshots can change their driving habits that will result in greater discounts by checking their driving data and discounts projected on progressive.com during their initial policy period.

Drivers connect devices the size of a garage door opener to their on-board (OBD) car diagnostic port. The device records and sends driving data to Progressive, and Progressive uses that information to calculate rates. After 30 days, customers find out if they qualify for a discount based on a 30 day "snapshot" of their driving habits. At the end of a six-month policy period, Progressive calculates a customer update discount and a customer returns the device to Progressive. The company does not take into account how fast the car runs even though it takes into account how fast and often brake the vehicle operator is. Snapshots are voluntary and customers can opt out at any time. Customers are charged up to $ 50.00 if they do not return the snapshot device to Progressive if they decide not to get involved in the program after receiving it.

Snapshots are currently available in 45 states plus the District of Columbia. Because insurance is set at the state level, Snapshot is not currently available in Alaska, California, Hawaii, and North Carolina. Most recently, Snapshot is available in Indiana in May 2015.

Controversy

In 2002, the company settled with the State of Georgia in a class action suit for claims of diminished value brought by the policyholder.

In 2007, the company apologized after it was revealed that they hired private investigators to infiltrate a church group and posed as members of the session to gather information about the traitors who were seeking compensation from the company. Another lawsuit filed by the plaintiffs for the infidelity of the company for privacy violations and fraud.

In 2009, the company was charged for allegedly deceiving policyholders by using unlicensed illegal body shops to make vehicle repairs for their clients to save money. The court ruled in favor of Progressive on two of the counts and four others dropped, pending an appeal.

Also in 2009, the company was accused of ordering their advertisements from the air during Glenn Beck's broadcast on Fox News Channel for comments made about US President Barack Obama. Progressive replied that they never authorized their ads to air during Beck's program, and they aired on the timeslot due to Fox errors.

In 2012, the company is widely criticized online for how to handle claims filed by the Kaitlynn Fisher family. He died at the age of 24 when a car he was driving was hit by a car that had turned on a red light in Baltimore. Progressive struggle to avoid payment due to Fisher estate. Fisher insurance policies with Progressive coverage are included in accidental events with less insured drivers. Underutilized drivers are found to be negligent in a jury trial filed by the Fisher family, with the Fisher family arguing that Progressive provides legal assistance to the defense. In two follow-up statements, Progressive explained that they did not "serve as lawyers for the defendant in this case" and then clarified that "[a defendant in this case, Progressive participates in court proceedings on our own behalf." Progressive position is an error because the accident is not yet clear, because three witnesses (other car drivers, passenger cars, and Fisher Fisher passengers) believe that Fisher has run a red light, and filed a motion to intervene. to assert that he was guilty, and therefore not responsible for paying uninsured motorist claims. The Fisher family lawyer countered by noting that two out of three witnesses were not independent, adding "I have a problem with how they check the evidence for leaving them insured" and introducing the idea that state insurance commissioners can find Progressive have acted in bad faith. As noted, Progressive lost the case and was ordered to pay uninsured motorist claims in addition to a separate settlement with the Fisher family "to avoid trial before the state insurance commissioner".
