According to the Wall Street Journal article in February 2011, Progressive has legs above its competitors in Pay As You Drive insurance, a form of vehicle insurance that is also commonly known as a usage-based insurance. Progressive has seven US patents covering methods and insurance-based systems, with more patents pending. Progressive began working on the concept in the mid-1990s and continued refining the concept and bringing it to the mass market.
A snapshot is Progressive's Pay As You Drive, or an insurance-based program. Snapshot is a voluntary discount program where drivers can save money on their car insurance by sharing their driving habits with Progressive. According to Progressive, Snapshot works best for people who drive less, in a safer way and for a more secure time. Customer snapshots can change their driving habits that will result in greater discounts by checking their driving data and discounts projected on progressive.com during their initial policy period.
Drivers connect devices the size of a garage door opener to their on-board (OBD) car diagnostic port. The device records and sends driving data to Progressive, and Progressive uses that information to calculate rates. After 30 days, customers find out if they qualify for a discount based on a 30 day "snapshot" of their driving habits. At the end of a six-month policy period, Progressive calculates a customer update discount and a customer returns the device to Progressive. The company does not take into account how fast the car runs even though it takes into account how fast and often brake the vehicle operator is. Snapshots are voluntary and customers can opt out at any time. Controversy
In 2002, the company settled with the State of Georgia in a class action suit for claims of diminished value brought by the policyholder.
In 2007, the company apologized after it was revealed that they hired private investigators to infiltrate a church group and posed as members of the session to gather information about the traitors who were seeking compensation from the company. Another lawsuit filed by the plaintiffs for the infidelity of the company for privacy violations and fraud.
